Monitoring & Evaluation Officer Duty Location: RF Core Officer Gilgit Reporting Line: Head of Knowledge Management TORs 1. Prepare the research framework, design tools for data collection, and overall implementation of research for all RF programs. 2. Qualitative and quantitative data collection, sorting, punching, and data analysis of all RF programs and preparing qualitative and quantitative reports as and when needed. 3. Prepare activities and sub-activities contributing to set goals and objectives for the RF programs. 4. Regular monitoring of activities in the field and ensure the activities are being carried out vis-à-vis defined objectives and report any deviations with reason and suggest measures to rectify. Share progress with Senior Management. 5. Preparing formats and tools to collect monthly and quarterly reporting systems to gauge the performance of the set indicators laid down in the project documentation. 6. Prepare case studies, record, and document good practices in written, pictorial, Audio-Visual, and other available means in consultation with the M&E Specialist. 7. Periodic collection of data from the field by using appropriate means. 8. Prepare periodic progress reports required for internal and external needs. 9. Keep and update beneficiary profiles and evaluate pre- and post-training impact. 10. conduct internal evaluations from time to time and suggest mid-course corrections if needed. 11. Coordinate and facilitate visits and provide relevant information as and when asked by the authorities. 12. Facilitate external evaluation teams nominated by the partner organizations. 13. Research the courses related to the field of work and make innovations in the work by applying new learning for the benefit of the organization. 14. Any other task assigned by the competent authority. Key Deliverables • MEAL frameworks and tools developed and implemented. • Quality monitoring visits conducted and reports submitted. • Baseline, endline, assessments, and evaluations completed. • Program performance reports produced on schedule. • Beneficiary database maintained and updated. Minimum 3 years of M&E experience. Strong knowledge of quantitative and qualitative research methods. Proficiency in Excel, SPSS, Kobo, ODK, or other data management systems.
